Accordingly, “On September 12, information from the Women’s Union of Ha Tinh province said that 31 men in this province have just become honorary members of the Vietnam Women’s Union; including 15 men in Ky Anh district and 16 men in Huong Son district. The reason for admitting them, according to President of Ha Tinh Women’s Union Nguyen Thi Le, said, “In recent times, these men have been prestigious, influential, and actively contributed to the advancement of women and Association activities.”

It is known that Ha Tinh is not the first province in Vietnam where “men are admitted to the Women’s Union.” Dan Tri newspaper’s news report also added, “Last August, 6 men who were ward and neighborhood officials in Dong Thanh ward, Dong Ha city (Quang Tri province) were also admitted to the Vietnam Women’s Union.”

Most Vietnamese people have long believed that associations such as the Women’s Union are useless. These types of associations don’t know what they are, so they come up with some “foolish” tricks, to prove that they still have “useful achievements,” so why not just let them get a government salary and do nothing?

But few people know that familiar organizations such as: Fatherland Front, Communist Youth Union, Labor Confederation, Women’s Union, Farmers’ Association, Veterans Association, etc. are all organizations playing a vital role and are subsidized by the state to protect the regime. Not to mention, in recent years, the Vietnamese government has also organized an additional force, which is the “public opinion” force receiving “VND3-million” subsidies, with about 100,000 members.

These organizations, in essence, are just “parasites in the name of associations” and are all extended arms of the Communist Party of Vietnam, all paid by the state budget to maintain their operations. However, the amount of budget spent on the activities of the Communist Party of Vietnam and its “extended arm” organizations is a top secret number. But, certainly, if everything is added up and made public, it must be a huge number, hard to imagine.

Of the total 52,565 associations operating nationwide today, nearly 9,000 associations are subsidized by the state, and the number of officials getting salaries from the government reaches tens of thousands of people. Surprisingly, the budget spent on these associations is higher than the budget for the Ministry of Agriculture and Rural Development, as well as the Ministry of Education and Training.

According to research by the University of Economics, Hanoi National University, the total annual state budget is estimated to spend on the activities of associations and unions, estimated to be about VND16 trillion. Meanwhile, the budget for the Ministry of Agriculture and Rural Development is only about VND11 trillion, the budget for the Ministry of Education and Training and the Ministry of Health announced recently is just over VND8 trillion.

This figure of VND16 trillion does not include accompanying assets, including offices, land, equipment…. According to estimates, the amount is estimated at VND45 -VND68 trillion and accounts for about 1.5% of Vietnam’s GDP annually.

Dr. Hoang Ngoc Giao, Director of the Institute for Policy Research, Law and Development, under the Vietnam Union of Science and Technology Associations, who was prosecuted by the police for “tax evasion“, once said that Vietnam’s public debts are too great, while the budget spent on the association is too much.

Specifically, Dr. Giao said, “Talking about the achievements of the associations operating today, no one can prove their real impact. There are countless organizations with no real names, created to exploit the state, but have never been inspected or supervised, because the Communist Party of Vietnam believes that the role of associations is to manage society, not a burden.

It must be affirmed that all associations maintained by the Vietnamese state are extended arms of the Communist Party. That proves the determination of the Communist Party of Vietnam to use taxpayers’ money to strengthen their governing apparatus, to create a monopoly organization that covers the entire society. And really, it is an oppressive apparatus for the Vietnamese people and nation, it is a terrible waste of money.

Why doesn’t the Communist Party of Vietnam use that budget of hundreds of trillions for welfare, education and health policies for the entire society? The question is also the answer, because they do not represent the interests of the majority of Vietnamese people.
